make a new lvl 32 hard mode vog that drops 2.0 version gear. Only Atheon drops primaries and you can get new versions of other gear and weapons from other chests and bosses. Everything is up-gradable by radiant materials that will now be dropping in lvl 32. Release it at the same time as CE hard mode... keep doing the same thing with every subsequent raid that comes out so that everyone wants to play the normal mode of the new raid when it comes out but once the hard modes are out all raids stay relevant. Also, i believe normal mode should always be 2 levels below the cap, and HM should be the cap. not higher... so CE normal should be 30 and HM 32... and once hard mode drops VOG also become NM 30/HM 32 with the new gear accessible in the same way that it is in CE.
