It will never happen.
The weapons are designed to do 100% damage to lvl 30 enemies when fully upgraded. You get this as a reward for a lvl 30 raid. They will never allow a weapon you can get from killing a lvl 30 boss do full damage to a raid that has lvl 33 minions (Hard Crota)
This will also completely remove the need for people to do Crota on hard as people will already have the 331 weapons from the old raid with the elemental damage buffs for the nightfalls etc. Doing it this way means people have to put the effort in to beat hard mode Crota when its released.

The knife through butter aka the vision on confluence is the best they should get a buff there is not enough weapons to just scrap old ones plus the new legendary ones are so so

If you're worried about the VoC get a Calling at 331 then. Same stats and you don't waste a perk on full auto.

The calling perks are pretty lame from fwc chick mulligan and rodeo I pass. I guess I use my badger but full auto scout with 27 ammo plus solar so good
