Um considering it was raved about by Bungie in interviews before the game came out i think the definitely knew how strong it is. The other exotic heavies should be buffed for the fact that you have to sacrifice and exotic in the other 2 slots and only use heavies rarely. Maybe not truth and thunderlord. But the other 2 need a huge boost.
