Personally I think xur should have a loot table of exotics exclusive to him. That way, things like gjallarhorn stay rng based, and there's more gear to collect, and there's almost always something to buy from xur.

Sounds perfect. But they would have to keep creating new ones so the specifics one for him don't roll over too many times.
