I think it's fine how it is. With only 3 rounds in the magazine, there is no room for error to get the 3 precision shots for the White Nail perk. It's a big reward, yes, but you have to earn it.

Idk if your saying it's less powerful than vanguard guns, but it's more powerful than the ice breaker and I'm pretty sure it has the highest damage output of any sniper.

It really isn't better than icebreaker, black hammer is good at 1 thing, bosses that's it, icebreaker is amazing in all situations apart from PVP

I would say the black hammer is better in certain things and the IB is better at certain things. And for it not taking an exotic spot is awesome. It lets me run my vex all the time. I never once said the Blackhammer is overall better than the IB? But for any boss fight or parts on the raids like atheon, gatekeeper the Black hammer is way better than the IB. But I agree with you, anything other than fighting any kind of boss the IB is better.
