My Suggestion for RNG algorithm variables:
-Overall Level: keep high levels from trolling low levels, especially considering my second suggestion of damage delt during a mission.
-Damage Delt: reward the people who play the game more than those who dance and do not participate.
-Weapons Used: make sure that because a same level hero with a rare weapon who gets as much damage as a player with legendary item should be rewarded slightly more.
Bungie, there are gamers who you love to see play the game and those who troll you and haunt your nightmares from complaints and nasty comments.
All those players who you mentioned above in your Christmas update are people who you want playing your game. they dumped sweat and tears into the game you made. Some of them because of chance have received nothing on drops and yet see a trolling player collect items without ever really playing the game the way it was suppose to be played.
You have a talented team who has created a wonderful yet unfinished product. Spend time to create something that rewards the players you love; the ones that support your game to make it better.
Post other necessary variables to help Bungie brainstorm on necessary variables for appropriate drops.
