Because the title of this thread is about "rare" weapons. The definition of that word is something which isn't found easily; not something which is IMPOSSIBLE to obtain. You can say the Eidon Ally or whatever that weapon is called is rare or the Gjallarhorn 2.0 is rare... just not a weapon which isn't even out yet.
