Well, he can't be the IsoDidact because he went on the Great Journey and isn't even human.
There is a significant connection between the two though, that's for sure.

Yeah, I'm talking about how the Librarian more or less cloned the Iso Didact's mind and put it in the Chief.

Not exactly how the theory has been phrased. It's the idea that Chief is imprinted with the IsoDidact's personality in his geas.
