Not true; there have been games like Skyrim where DLC was released exclusively to Xbox because of Microsoft contracts and then eventually ps4. I do agree though about base games. They should be the same, but that's the dirty business of these modern companies and their rivalry. It also may not be the same thing but fighter games have had exclusive system fighters, so that's technically different.
