For people that don't enjoy PvP, it was the only other way for people to get faction gear without running crucible. If you don't need crucible to get faction rep & unlock the gear, you shouldn't have to run it to purchase it.
Besides, it was the only other thing to spend your materials on once your gear was upgraded.
