Just rank up the various factions. You get better weapons with random stat & perk rolls than the ones they sell for for marks. Yes they should figure out how to have both but the packages you get from postmaster are actually pretty good.

I mean, I've been ranking them up steadily since release and haven't even gotten an entire set. Maybe 3 of the 4 pieces. And those would match horribly. I really don't see the problem letting the PVEers have faction armor. It's not like you get 30-light pieces from them or anything...
