While I think Randal deserves some recognition, I don't think Kell is right for him.
How do we know he's not a former, "forgotten" Kell? His Fallen followers could have balked under his rule and forced him into exile. Or he could have felt that it would be better as a hermit with his loyal Shank in his cave instead of ruling his people. If he wants the job, I back him for it.
He at least deserves his own name in game and a buff. That way all who meet him will know his name and know they have fought a legend.

At the end of the day, he shouldn't just be legendary, he should be a mythological exotic beast that transcends generations and iterations of the game itself. A being that ten years from now is still remembered fondly and tales of how close they got to defeating him shared with the young upstarts with no history of the game.
