So now you HAVE to play the Crucible in order to gain Crucible rep and rank. Hm...it seems to make complete sense now.

Crucible rank and rep is not the issue, it is the factions only taking crucible marks. You can rank them up doing PVE only, but can't buy anything from them. The things they sell are more useful in PVE than they are in PVP.
