So u want the crucible gear without playing Crucible !! Bravo !! . How about Crucible players who doesn't like raid what if they want raid gear without doing raid !! Have u ever thought of that ??

I don't think he ever said he wanted crucible gear. Just faction gear. To get crucible gear (from the quartermaster or the other guy) you need crucible rep which can only be achieved through playing in the crucible. Factions only take crucible marks which is silly since they also have an impact on the pve missions.
