I think that a better way to get around the weapon problem that you have is by making Xur a permanent resident of the tower, and he can sell ONLY legendary weapons, armor etc. during the week for strange coins. Less exotics= more desirable. More legendary weapons coming into the game means more heavily outfitted guardians aspiring to earn said exotics.
