Neither. R2D2 could solo both of them.

That is factually incorrect. HK-47 and HK-51 are both highly advanced assassin droids. RD-D2, while extremely good at what he does, is an astromech without weapons capabilities unlike T3-M4. Before R2 could get even close to either of the HKs, they would just gun him down.
