He's talking about trading material in for Crucible Marks... Not reputation.
You need Crucible Marks to purchase Faction Gear. You could farm material and trade it for those marks if you wanted to avoid Repetitive Strikes or PVP for both Vanguard and Crucible Marks.
That is gone.

That old material exchange was worthless...50 material for only 5 marks? -blam!- that, earning marks by playing in the crucible is [b]much[/b] faster than farming for [b]50[/b] material.

You're earning experience for your weapons and armor, if they need to be upgraded
