I wish I had a link, but apparently there is one guy at Bungie that selects the exotics. DeeJ has said this, apparently.
What he bases his criteria for choosing the exotics each week.... who knows. But, he probably smokes a huge bowl first and then chooses.
Perhaps he drops a few hits of acid as well.
