Well, the first Halo 5 trailer certainly looked like it could be the Ark. However, the bookend cutscenes of H2A show that the Arbiter's Lich has a hologram of the Forerunner Warbird. Implying they're going to the same place Chief was at. And when they arrive, the Lich's pilot shouts out, "Covenant forces inbound! Glory to the Arbiter!" So it sounds like they're at a location that isn't as hard to reach as the Ark. Plus, the only way to get to the Ark, is through the portal at Voi.

I'd argue that the Ark is actually a lot easier to get to now then we previously thought and possibly doesn't require the Voi Portal at all. The UNSC Rubicon certainly seemed to be able to get there and retrieve the remains of 343 Guilty Spark easily enough.

That was the Ark side of the portal. The one at Voi simply shut down as evident by the fact the portal generator reverted back to a dormant state.

Yes. Right after the war's end, ONI recruited any surviving scholars and experts to study the portal generator.
