Yeah. That one planet he ate is totally on par with the galaxy. Totally. On the other hand the flood of eaten several galaxies and one single precursor wiped out the entire galaxy of Forerunners out of spite.

He was still stopped by the time he got to his second planet. There is no evidence that he's immune to having his ship blown to pieces because I personally killed him with a lightsaber. Exile couldn't be affected by his Voice, which forced him into a physical confrontation Nhilius lost. As DN didn't immediately just wipe out Telos and the forces defending it, it stands to reason that there are some significant limitations on that power of his.
