I'll save you the jokes. Randall the Vandal was a Vandal on the Forgotten Shore of the Cosmodrome. He was only a level 8 Major, but either he had a crazy amount of health or an insane amount of damage resistance because it was basically impossible to kill him (via a bug, or something).
