We're talking about Destiny so what other game offer isn't what is currently in place. Let's go to gears of war then. They offer two lobbies a host lobby and a join any game lobby. That would guarantee a fireteam leader.
My point still stands matchmaking is being asked for with no suggestions of what the player would like out of the function.

I want the ability to not have to go out of the game for an hour to try to find ppl to play the game... I will likely only have 1-3 hours per week to play and Don't know when that will be (it depends if my girlfriend or I are On Call that day and the volume of patients) Im fine with having a leader or a vote to kick option (majority needed)...or a public vs private option after you select VOG... people that only have 1-2 hours tops per week should at least be able to see what is inside the VOG
