The Precursors are nigh-omnipotent beings that just reincarnate themselves if they manage to get killed somehow. They treat reality as their personal sandbox. Also, the Covenant and UNSC could easily combat the Galactic Empire. A combined fleet with Spartans and Covenant infantry could fend off Imperials both on land and in space.
