it is funny...scout rifles are very powerful, most can kill in 4 or 5 shots which is all of 2 or 3 seconds of firing. i just dont like (and am jealous) of people running vision of confluence, this is way more powerful than the suros everyone complains about. To answer your question...yes you got 99.9% of the people crying nerf. so since everyone gets mad....you just need to kill them with your dance....until it becomes OP.
