You can't one shot melee anyone to death in pvp from full hp. Grenades from level 25 players still kill level 30 players in one go.

I specifically mentioned shoulder charge and level 20. Shoulder charge is a one shot kill in crucible but not in IB when there is a level difference that extreme. His grenades killed my shields but not me. The point is, level does matter.
