I think you don't get the concept of upgrades. Your armor rating certainly does matter as it lowers the damage you take if the weapon isnt a maxed legendary or exotic. I say again, they explicitly say lower levels with maxed weapons will still pose a significant threat. Its not their fault you didn't understand this.
