I got aurora lance yesterday, also while handing in a bounty. That isn't new, but it's very rare. Yesterday was my 2nd time, 1st time was "Karuna falling" while handing in a queen bounty...

I got "Karuna, Falling" plans immediately after turning in a Vanguard bounty, pre-patch. Probably not a patch change.
