You can be 30 without hard mode three pieces of raid armor and exotic helmet. Also now with IB gear you can get to 30 with that the raid chest and an exotic so theirs lots of ways to make 30 now.

Up until recently anyway, in regards to the iron banner. And I forgot about exotic helms, so that's correct there too. The point is, he's listing being level 27 as a requirement to even consider doing the raid for the first time, when it simply isn't so.
