I've noticed that sometimes this bugs out and they stop respawning. I am not sure what causes this.

I am sure that it is the skiff that comes in and stops off the extra vandal and dreggs buy the entrance to the building that goes to the divide. Kill them and then go back down, and they will respawn. Kind of annoying, but if there are people on the surface it usually isn't a problem.
