Dude it's all luck...
Good, bad or indifferent you have a chance to get said legendary. But I will say this, folks who buy from Xur did do the nightfall, weekly or whatever strikes and [b]earned[/b] those strange coins.
So either way. Stop complaining and play the game.
Edit: BTW what do you do with your strange coins?
