It's not all on the disc - having various assets like maps present limits the size of the end-DLC update to consumers. It doesn't mean that there is a functioning DLC with sound, AI, mission triggers, cutscenes, VO and animation/modelling all completed and through QA with minimal bugs. Stop sprouting nonsense.
