They stated long before the game was released that the PS would have exclusive content through fall of 2015. This included the expansion packs.
Bottom line it's business. Exclusives happen more and more frequently for games. Company A pays publisher B a certain amount to have exclusive content to their store or system so that Consumer C will choose Company A's store/system over Company B's.
It's the industry.

Please direct me to a source link that said that even PAID DLC will have content locked on the xbox one until a year after it was purchased? Good luck finding one.
