Point 1 was in effect in the Beta (I'm told) and for the first week from Xur. I would think that if people wanted to spend coin on it they should be allowed too, instead of farming for materials in the time they have to play.
Point 2 +increasing ammo pickup range, +1 hour cool-down "full super energy", +Light cycle speed, +glow effects
Point 3 should be used to get through tough Nightfalls and whatnot.
Point 4 would be interesting to use, if you could pull one ability out of a destroyed weapon, and put it into another.

Searching/scavenging for materials makes each upgrade more meaningful. The things that come easy have no value. I like the economy the way it is now. The Queen's armor almost ruined legendaries, so I'm glad that got the axe and a total re-work.
