It's very possible at 26. My raid team will on occasion take people under 25, but they are vetted members of the clan that hold their own, sometimes even surpassing our other levels out of sheer skill and awareness.

I was able to complete it with my fire team at lvl 26 as a defender Titan. I held my own, but def can see the reduction you have although normal is a 26 raid.

I've done the first half as a 26 no problem. Haven't tried from the gatekeeper or Atheon yet though. They may be harder.
