When will people learn, pulse rifles are crap coated crap with crap filling, and no amount of buffing will ever change that.

No amount of buffing will change that? They could easily be the BR of Halo 2 with buffing... but it seems Bungie was desperate to avoid that problem, and gave the burst gun a health dose of nerf stick to prevent the second coming.
