I've raided with lvl 25's. Not very hard. I mean the raid was made for lvl 26 and up after all. So one level behind isn't something to whine about.

The level thing really does matter though when it comes to convienece. If everyone is level 28 and up it goea smooth as silk, whereas if yo u have multiple people lower leveled...be prepared for a few wipes.

Well obviously but when does the fairness of letting everyone do it come into play? I mean sure you can make them wait for weeks or months to collect the required amount of shards to level up to 28 but some people can't play all day every day.
