I think xur fixes this game. Say I play this game, I have made up an ideal load out in my mind and have even role played my self as a hardcore, hand cannon master and fusion rifle wizard. This game leaves a huge chunk of your experience to total randomness. So the vendors allow you to achieve your goal through hard work and give you goals rather than searching aimlessly for exotics. Xur just needs to be a little more expensive. I actually think all(or most) exotics should be available through bounties, and some should have been accompanied by story missions.
