I have read it and it makes no sense!

The naked classes are balanced. The gear is not.

Do you have any proof of that because I think you're getting confused with RNG! I think the gear is equally good, if not better!

The classes are balanced. If they were not, gear wouldn't be the way to address that. So, the gear is imbalanced.
