It's the cliffs and normal behavior of the AI to avoid AOE damage. Seriously, think about it. Did they take advantage of it? Sure, but it is not an exploit or bug as Bungie is claiming and it is wrong of them to say that. They coded the enemy AI that way and didn't think too far as to anyone doing that.

Is it an exploit if I get knocked off or fall off a cliff? Explosion or not, me trying to get away from a grenade for instance. No, it's -blam!-ing physics. Same thing, he backs away from Area of Effect attacks and falls off a cliff. If it were truly a bug the AI would be getting fixed but it is not.
