Destiny has PvP and is at least reasonably balanced. Until Borderlands can give me a proper competitive mode, other than dueling and a very imbalanced arena, it lacks a key gameplay mode that would elevate it completely above Destiny. Borderlands is great fun, don't get me wrong. If you're comparing it's campaign/story to Destiny, it's no contest. As a full package though? They differ enough that Destiny still has something to offer that Borderlands does not.
