So apparently no one passed down the story if all this. You know since Humans started over. Assuming the Halo universe keeps real world timeline like Romans, Egyptians, etc...

basically yes. we were already at a devolved technological level. the reseeding set us back even further. interesting that you mention neanderthals, as they're explicitly explained as being another species of human that was reseeded.

Kinda weird. That doesn't make sense if you apply it to the real world. Here, we evolves from them. There weren't them and Homo Sapiens at the same time.
