Building a map to put in the game world is relatively quick in comparison to the coding side. So that can quite easily be included in the game, but how the story/events etc are done requires more work. If 9.5mb is only scripts/configs it is more than 100,000 lines of code/settings. If that is libraries/dlls then we're talking even more lines. Lets not forget that all this also needs testing before release.
This is not stuff completed and then cut out of the game, this is incomplete stuff and that's easy to see.
