Everything didn't look done. Textures flickered in and out in some areas. There were no loot chests. There were no mission objectives. And there were no enemies to fight. In other words, there was no game content. It's an empty shell.
The 2015 mission doesn't already exist in the game, the empty location for the mission is there, awaiting DLC to put mission content there.

I didn't say the missions was there. I still think these areas should be open for exploration since they're there. All they need to put in there is enemies and Bam you got yourself a new explore area.

Your point, if I'm understanding it correctly, is that there is content that is on the disc, but locked up until we pay money. Now you're saying they should add content to this empty placeholder location in order to make it a playable area. Is there or isn't there playable content there? I don't see any. I would say paying some money to open up this area, fill it with content, and make it a part of a set of related missions sounds reasonable to me.

I don't think so. I think we should be able to enter areas that are on the disc we paid for.

In Portal 2 there's audio files for dialogue that was meant for a scene that was cut from the game. Are we entitled to that audio even though the creators decided it wasn't needed for the story the wanted to tell? Does ownership of a plastic disk and the purchased right to access the game stored on the disk supersede the creator's decisions? When we purchased Destiny we were paying for the playing experience the game's creators were offering. That's exactly what we got. Is there more in the game that we con't currently access? Sure. But we can't access it because it's not a part of the initial play experience that we bought. If it was intended to be played from the start there would be enemies and objectives already there.
