That would be the Halo Bible, but only 343i has access to that. The closest thing to that is if you were to buy the Halo: Encyclopedia (c. 2011), Halo: Essential Visual Guide, and Halo 4: Essential Visual Guide
Even then though, you won't have it all. A lot of the lore is defined by context, or has yet to be featured in a book like the Visual Guides.
