I think you should definitely get a sheild in PVE. it's the most underpowered super. And I would know .. I have all characters about 20.
But in pvp it is just fine how it is

You obv didnt play a titan because we only get a slam that the blade dancers could do over and over (as well as turning invisible) but our other special isnt even offensive.
