On every physical copy you buy that have announced dlc. If you crack the disk you can see locked content on it that requires a key to unlock. Thats ur dlcs

Your dlc are already pre downloaded with the game. When we talk about Destiny. Thats 21gb came with the dlcs season pass. In 6 months from now you will download full size dlcs since they're probably not done or ready to download. Lets assume that you dont buy the 3rd expac of Destiny. You will still download the patch like everybody else. But the content will be locked out to you.
