I'm not sure it is unfinished content. If you pay more attention to the first video, exposing the new quests on earth, you can clearly see they added low lvl quests, and considering the location of this new area I believe it to be a lvl 12 quest. Most low lvl quests have very little enemies, and only become harder and more difficult if you raise it from the normal dificultly, and add in things like heroic modifiers to make more enemies spawn.
We clearly have a new captain at the end, with a boss name and health bar. Chances are, it's just another quick mission. Most missions (apart from strikes and raids) can be finished in under 10 minutes.
I'm sure there will be things added, such as narration once this is set as an ACTIVE mission, but there are many other areas that you can access that don't give naration if you're just say... patroling earth, but if you are on a set mission the narration is activated.
Chances are, that's what we will see here. Either way, even if I'm wrong, just goes to show there is a lot more content on the disc that they led us to believe. They already have my money... i preordered the game with both dlc's included... just feel a bit cheated. Especially from a game claiming to have a 10 year life span... i don't see it lasting a year.
EDIT: Do you also not find it a bit suspicious they are banning anyone who goes into said area, I'm sure the video showing the new area will be taken off facebook in under 1 day. Regardless, this is bad news for bungie, I expect to see this hit major gaming websites in the near future, mark my words.
