No one stole anything from you. Stealing implies that it was taken from you and most often by force, you willingly payed 60 dollars and unfortunately were disappointed. So no, you stealing someone's money is NOT the same thing.

No, actually, what is being done to me is extortion. Let's say I promise a man a cake if he gives me $20. I then proceed to make a cake. I bring it to his house and cut him a slice. He loves it. "Give me another slice!" He says with a grin. "I'm sorry, but you'll need to pay me another $10 before I give you any more cake." I say. "But I already payed for the whole cake!" He says.
