I highly doubt thats all the content we are going to get in the expansions...things like new planets, gear, subclasses, ect ect wouldnt show up in somthing like that. Plus having placeholder icons and fully textured blocked off areas isnt new to games, WoW (which alot of people like to compare to this game for some reason) did the same thing that people could glitch into places like Mt. Hyjal in vanilla, long before it was a raid. Just because its in the game doesnt mean it was removed to be re-released as paid content, and honestly Id rather them put in fully textured areas that work and arent glitched and that all they have to do is add mobs to complete it over them dropping a massive patch that adds all the content in a gltichy and buggy state.
