The environmental issues are described in OP and no, we don't send food to them, we help the develop, we are already doing that now, but then it will be easier, when they have money, they can order food from the other side of the world, like us.

When we have more food there is more development (during medieval ages, there was a lack of food because of climate changes and there was also almost no development, because they didn't have time for it because they had to work for food) when we develop, we also develop in helping them develop. There are also many poor people in rich countries who will be able to buy cheeper, healthier food.
